I think, if I've understood correctly Douglas is blaming you all, collectively. All Americans. That's how I read it. He's not blaming Obama specifically

In fairness, I know not all Americans are to blame, and I have no right to pontificate. However, all my life, I hear of mass shootings in America and then the usual prayers and that it must not happen again. It's regular. Why can't you face the the reality that you need to STOP GUNS?
