and that policy is extremely unpopular outside of the wealthy western cities, so they now want to reconsider it (and doesn’t apply to ultra low production iirc) And there’s still millions of old VINs available, which do not have any emissions control, which will become increasingly attractive.

The policy is actually unpopular amongst European car manufacturers who didn't see China coming at them so fast. And now they are lobbying with the oil industry to slow down EV regulations.

And it’s extremely hated in Eastern Europe too. The parties that oppose it got a majority in EU parliament elections. A potential coalition of PfE and ESN parties is projected to have a real chance at a constitutional majority in the chamber of deputies. I don’t doubt that industry hates it too tho
