That's my point. This policy is to stop that which is precisely why they're doing it. It's not that limiting foreign students was an intended consequence... It's exactly why they're doing it.

They're white supremacists with an Atlas Shrugged worldview, so anything positive from immigrants must mean they're taking opportunities from white men who would surely be doing it otherwise. And we can tear down structures fostering innovation because gubmint bad, Great Men will just do it.
