still unclear. did they get off the highway and re-enter using proper exits and entrances, or did they try to cross the median from where they had initially stopped?

Maybe the whole "rudy saves abused woman" story changed the day's plans. back to work to rehab his reputation! and I don't think he ever got off the highway. i think they tried to merge from the median and the other driver was distracted by the emergency vehicles and didn't see them pull in front.
