I know how it affected blacks voting in the 2000 presidential election in FL. Police cars were parked at predominantly black polling places. No sirens, but lights flashing, so many stayed away. I personally knew 3 people whose pages were missing, so they couldn’t vote.

I was in Georgia and saw two disabled elderly black men told to "come back" in a few hours when someone could help them vote. They pointed to the cop cars parked across the street from the polling place to make their point.
