I do agree that Trump thinks these monies from the foreign countries go into some sort of pot that he'll have access to ("we'll have so much money"). What he doesn't realize is that it has to pass through U.S. consumer's hands before it does.

The tariff is paid by the importer as the goods come into the country. But yes, as price goes up, quantity sold goes down, so that expected tariffs will be based on this lesser q of goods sold.

Thanks for clarification. Consumers will be paying for the tariff indirectly, e.g. it won't be going directly into the Department of Treasury "pot" as it's paid by the importer as the goods enter the country.
