Denver City/County payroll has grown unrestricted for over a decade, to more than 11,000. That 171 is 1.55%. The adjustments were overdue and the local economy is good. Those people will find jobs.

This sounds horrible. Is it possible that they had been counting on some federal money this year that was canceled?
