Maybe instead a relegation system that would allow historically underperforming teams like the Brewers, As, Marlins or Rocks to win their way into an MLB spot? That would still require the ability to build a quality team so I guess that wouldn't help the Rocks either.

#Brewers have been champs of the NL central 4x in the last 9 yrs, and look likely to make that 5 out of 10. With the lowest payroll in the league. How do you define Underperforming?
