The tricky thing is that a lot of the really militant people are old so by the time the thing finally gets built they're not around anymore.
It's 100% this. After a decade of fighting nimby's I'd say that outside of a smaller group of young left-nimbies, most are retired seniors. Most of the long term neighbourhood plans and projects they oppose won't even be done before they most likely die. Its wild.
