Looking at the source it has the hallmarks of a generated document (extra newlines, extra nested paragraph elements, empty elements) so it's plausible someone changed the code that generated the page from the canonical source and screwed things up.

Hand-edited XML without any lint or syntax verification. Still not coding, though terrifyingly reminiscent of the early 90s before everyone decided that XML was an error-prone performance pig and a disaster.
