It doesn't work that way, but he's so far into dementia he doesn't understand how anything works.

If we've learned nothing, it's that rules have never applied to him, yet. He just ignores them, or toes the line, until he crosses it. He has real power; the kind that comes out of the woodwork and intimidates anyone in his crosshairs.
