Right now, I’d say yes. Earlier, I’d say no. It is a general war crime to NOT limit civilian casualties, and I believe this has happened since the beginning. It is flat out genocide, a special kind of war crime, to intentionally starve all the people.

Yep. If you’re battling a standing army and *don’t care* if the civilians are wiped out as a result, that’s one thing, but making civilians the target seems another.
