You are perpetuating a false number. Actually IN the US are under 4 million visa holders. Add in 12.6 million with green cards and it is still a low number.
Most of those 55 million people are actually abroad and have visas which allow them to enter or re-enter the country. The number of visa-holders in the US this applies to is estimated somewhere on the order of 3 million.
