As I understand it, the police do register that excess speed is a factor, even when the speed is within the speed limit. This is based on direct feedback from police to councillors.
They can (and do sometimes) register speed as a factor, even when below the speed limit, but not always. E.g. the contributing factor could be stated as "failure to look" even though a lower speed could have reduced the likelihood or severity of the collision.
