Governmental legal departments regularly contract with outside firms to do work for them. Someone better versed could speak more on this, but I don’t think they would be the ones trying any cases in court, but there’s a lot of work that happens outside the confines of the courtroom

Yes. And what they most often do is pro bono on 1983 civil rights violations most normally prisons: assaults, rapes, sentence extension. Or admin hearings EEO on employment. Now they won’t. Or will on the other side. Which hurts victims and also lets govt cut full time attorneys.
