Rich people buy policies with riders that do in fact get them a new car. It’s called New Car Replacement rider for most carriers that offer it. Easiest sale a car insurance agent can make: “one last thing, rich person, if your car is totaled do you want a used car as a replacement?”
Meanwhile, insurance companies, famous for passively sitting by and watching obvious statistics smack them in the face, will definitely not adjust their own behaviors as a response or anything.

Fun car insurance fact I learned not too long ago. If a deer and car bump into each other. Insurance will pay up to 75% of the car’s value at the moment of impact for repairs. If the cost to repair is more than that value, the car is scrape. So what is the rate of decline for the value of a Tesla?

1) vandalism might be excluded from your policy, if it’s a new Tesla policy it probably is (although otherwise uncommon) 2) you still have to pay the deductible for each occurrence (it’s not like health insurance) and it may be higher for vandalism coverage
AFAIK terrorism is almost always excluded, and since the US government is, at least, threatening to treat the arsons as terrorism, I wouldn't be surprised if insurance companies started doing the same.
