Goes back further than that. Perhaps since the 1980's when prisons were privatized by Bush and Reagan.

Bail works great for child molesters who often have some resources. Always cool to have them back on the street simply because they can afford the bail bond.

It's profit based. Also they're subjecting mainly people of color to these ghastly practices. Depending on the charges for Some arrest you lose your voting rights. This is All quite purposeful and strategic by the GOP.
