I'm working on new characters all the time. In both mainstream and smaller publishers. I don't know enough about manga publishing to be super knowledgeable but I'm pretty sure there are at least 4k "failed" series for every one Naruto.

4k is probably too low. But anyway: I think it's extremely different to do a weekly 5 pager vs a monthly full color 22-30 pager. I also know Gintama has many stores dedicated to it. No point there, I just want a Sadaharu keychain.

I also don't think it's comparable that US market is "collectible" and Japanese market JUMP gets left on the train. It's a lot easier to stumble on a series if you can access it. But idk. What do I know?
