You're conflating using business tools with producing profitable outcomes. I'm sure Finland established KPIs to drive down homelessness. The problem is not in using clear goals and metrics, it's in choosing the wrong ones for what you actually are trying to achieve.
What does KPI mean?
Homelessness is a deliberate political policy choice. Back in the 60s and 70s it didn't exist in Canada. Successive governments insisting social programs be run like a business have destroyed our social safety nets.
Pretty sure they still have market housing in Finland.

There are a lot of things that should be run as non-profit, including health care, education, and low income housing.
USA strength -our diversity on multiple fronts - often prevents us from adopting what occurs in basically geographically culturally socially monolithic countries. Finland is the size of Montana without 7 Indian reservations.
