The only defence i will give them (and i will admit i've been dinged, but i don't blame anyone else) is that roads should be designed to discourage excessive speed. Many roads seem the opposite.

1. Variable speed limits on highways—up to 130 mph when traffic is light on controlled access highways 2. Photo radar making strict enforcement much more likely—end any grace beyond 5 or 10 kph 3. Fines tied to income—but small, probable fines are better at changing behaviour than severe, rare fines
Until there’s political will to reshape streets, at least we can make some money of rule breakers!
