What gun regulations would have stopped the shooter? He bought the gun legally and went through the proper steps to buy it. What change to the regulations do you think would have changed this scenario?

I didn't mean to imply it would. Just that this is the script that gets followed every time there's an incident. Possibly regulations allowing only one firearm purchase per month? Maximum number owned at any given time? IDK. What do other countries do? We won't get anywhere with no discussions.
