There was a primary. The ticket was: BIDEN/HARRIS!! She was on the ticket! The other 1/2 of the campaign. They’d raised a ton of money that couldn’t be transferred to another campaign. Also she was already on the ballot. Biden stepped down too late; there wasn’t time to do a 2nd primary.
There were tens if not hundreds of millions in a campaign bank account that only her as a candidate could use.
