entirely getting rid of the SAVE plan and not allowing anyone to be grandfathered in is around 200 billion of that. but it still means another 130ish billion on net of additional cuts, relative to what borrowers are currently experiencing in their lives.

Can any of this be brought up in the senate as violation of the Byrd rule ? Aren’t direct loans part of the HEA ?

This stuff is largely Byrd compliant. In the 2010 Health Care and Education Reconciliation Act, we switched from loan guarantees to direct loans. Terms and conditions of government spending is budgetary in nature and Byrd compliant.
