At least Johanna said yes because Katniss said yes and she trusted that Katniss had a reason.
That was haymitch. Katniss was second to last IIRC. It was a very close vote with Katniss and Haymitch as tiebreakers.
Maybe I’m misremembering. But yeah, I mean it was over 50%, so some votes got it over for sure.
Johanna had a vindictive streak. She wanted vengeance and so she said yes. Annie and Peeta said no because they reject vengeance.

The thing is we can do revenge. But we have to do so in a way that doesn't just perpetuate a cycle of violence or else we'll end up back here at all. Our revenge should be focused on justice, not an eye for an eye.
