I’m sure that home builders are not going to pass on the potential savings. I get that it is the gov’t reducing HST, but home builders will just up the price and keep the profit. But I’m cynical.

I suspect so. Plus, I don't really feel like subsidizing $1M homes. I thought the goal was modest affordable homes.
