It really doesn't. He hasn't refused them help. He's pointing out the consequences of their actions, just like you would to a misbehaving child or a criminal being sentenced.

They are dead as a consequence of people voting for a government that withdrew services that would have warned of flooding and services that would have given aid. They are the innocent victims of poor choices.

No I don't but they are dying because they did. It's terrible what's happened. I wouldn't turn my back on them for one minute though.
