States cannot. There’s probably some mechanism they can put together to do it, but it doesn’t exist at the moment. Individuals, however, can stop withholding on their paycheck. Note: falsifying your W4 so that your employer does not properly withhold is a crime. But that would be how it would happen

If the millions of Americans that protested in June stage this protest, say starting in October (so you could truthfully say you planned to just pay it all at once in January), that might have some effect.

Blue states can do a soft secession using the law: Refuse to run federal crackdowns (anti-commandeering doctrine). Build interstate compacts for power, medicine, elections. Pass “shield laws” to protect data + rights. Escrow state-collected funds & let DC run its own programs (expensive + slow).

Use Guard under governors for disasters, not politics. It’s not romantic. It’s procedural trench warfare. But it denies minority rule the cooperation it needs to function. Don’t administer. Don’t share. Don’t enable.

Yes. Antebellum and Reconstruction Era. Northern states passed laws refusing to cooperate with the federal fugitive slave Acts. The south passed Jim Crow laws and they used delay and non cooperation tactics for years when these kept getting slapped down in court.
