Maybe a better way would be to tighten the connection between NI and pensions rights, like in just about every other advanced country. So people might actually want to pay it rather than evade it

Or merge employees NI into income tax… that way everyone pays it Dividend tax generally covers the employees NI lost from owners taking income as dividends rather than salary (doesn’t cover the lost employers NO though)
