Inflation indicates the rate of the price increase. A smaller value means a smaller increase, but it's still an increase, unless inflation becomes negative.

That's not how inflation works. Even if inflation goes down, things are still going to be more expensive. This misunderstanding is why people kept blaming Biden on inflation when inflation kept going down during his presidency.
