The rules for when and where Congress can inspect government facilities are already clearly laid out in the Consolidated Appropriations Act, 2020 (Public Law 116-93), Division D – Department of Homeland Security Appropriations Act, 2020, Sec. 532 and re-affirmed in each year since, and Section 527(a) of the Department of Homeland Security Appropriations Act, 2024 (Public Law 118–47). DHS doesn't get to change them so that they have time to cover up their crimes.

If someone is "being detained" or "housed" (even "temporarily"), it doesn't matter whether the facility is an ICE Field Office or being operated as a "detention facility." No requirement for advance notice can legally be required. Period. End of story.
