FEMA is a federal agency. They only come in after large scale emergencies that are too big for local and regional agencies to handle, and the governor has to declare a state of emergency and request them.

Not the second time. The Guadalupe River is probably the most dangerous river in the Texas Hill Country. It has happened many times over many years.
