If we took in the people from countries that are not safe we'd end up with billions. FWIW, "safe" has no meaning by itself. Riding in a car without a seatbelt is considered "unsafe" yet riding a motorcycle with a helmet on is considered "safe". the word needs a qualifier to have any meaning.
