Does this mean they are effectively incarcerated? I am not American, and I find things American sometimes quite confusing. But I can't grok how an elected official is locked up in a building. What if there is an emergency? Eg would fire dept need a 'permission slip' to evacuate?

If they get locked in the building like one Democrat already was, Republicans will be unlawfully detaining them. They have broken no laws by which they could be legally incarcerated. I.e., Republicans will have kidnapped additional Democratic lawmakers, along with the one they already kidnapped.
