The United States already guranteed Ukranian safety from Russian attack in 1994 when it brokered a deal for Ukraine to give back it's nuclear weapons which were on Ukrainian soil. Obama ignored this in 2008 when Russia invaded and annexed Crimea. Trump isn't going to commit US troops for this.

It was as good of a guarantee as NATO partners could give to a non NATO nation, it's why Ukraine agreed to the terms in the first place. Ukraine knows the worth of an American brokered peace deal with Russia. Nothing.
