The wording means everything. The bill needs to state a one time override of the map being drawn by the independent commission. Most Californians want independently drawn maps based on the 10yrs census. TX is redistricting 5yrs in advance. This balances their unjustified power grab. @governor.ca.gov

I don't think this changes the number of representatives in each state, just pushes the minority party more out of power in each state that redistricts.

True… I was implying that there is nothing to stop them from splitting the districts perfectly every year so that they can add representatives as population grows each year rather than once every 10 years. At some point the rules defining the # of reps will need to change or there will be 1000 reps.
