The two are not mutually exclusive. Sometimes getting mad is the effective thing. Sometimes throwing a chair is the thing that gets shit done. Civility has long since been taken out behind the shed.

Civility isn't my concern. Effective action is. Demanding an elected official get mad and yell isn't change, isn't legislation, and isn't actual leadership. Demanding yelling or chair throwing doesn't DO anything.
