Can someone explain with easy words how a correct / most democatic map would look? A split in x numbers of districts with 50/50 rep/dem could result in fx Rep winning all seats with a 1 vote win in each district.

So not to be a wet blanket but I'm being told that the GOP can still win by either issuing arrest warrants (Which they've apparently done) for the Dems who left for breaking the rules somehow, or withholding pay from their staff/staffers? Is that true?
