All of the talking points on this is ridiculous. When they say, "Giving power back to the states." What they mean is that they are giving states the ability for Christian prayer requirements in public schools among other far right desires. Everyone knows you don't improve by having 50 approaches.

This also allows the Red states to steal the allocated monies. The south is going to be even dumber than they are now, if possible.

True. I worked in public schools as an Occupational Therapist after the IDEA was passed with children previously denied access to an education because they were disabled. The DOEd made their education in Texas possible with monitoring and funding.

They know that. This is what they want.

Send the responsibility and the tax dollars back to the states. If a state isn't performing, it's up to that state's citizenry to do something about it. The 10th Amendment is clear on this point.
