My suggestion - you can grow your own supply. To buy it you have to be over 25 to let your brain fully develop. Tax goes into education/NHS/Justice system. Money saved on policing it goes to the same. Clear labelling of what is in anything you buy, weights and percentage strengths etc.
This will improve society and it will be pretty fast. Less trouble from alcohol fights etc, so NHS and police are happier, better able to serve. Town centre's can have smoking cafes, putting town centre empty shops back in use. More food shops cos munchies, so more benefit for the economy.
The nay sayers will say it causes mental health problems, but this has been proven to be wrong, it might bring some out but so does alcohol and that's very legal and available everywhere. But making it legal takes the power away from the gangs, so streets are safer, less crap in the product.
