Regular ICE employees have their quotas. Other law enforcement agencies employees deputized by ICE are payed in a fixed rate per capita. Meaning they get payed by arrest, even if the detained person gets subsequently released on grounds of being a citizen. So, when arresting, nobody cares about IDs.

I'm unsure where it was taken. It reminds me of some of the Hell's Angels skull imagery. It appears there's either a dagger or a sword going through the skull. Sadly the person who posted the picture seems to be the only 1 I've seen.

My interpretation is this specific design has the hilt closer to the eye of the skull. Notice how the eye on one side seems obfuscated. It’s possible the dagger is penetrating through the eye on that side which means the hilt wouldn’t be easily distinguishable from a distance.
