As much as I hate it, the claim that it takes away Federal scientists First Amendment rights isn’t true. We aren’t allowed to publish outside of work (not a new policy), and everything we do publish under our official position is technically government, not personal, speech.

I'd say yes & no, based on my 23 years as a federal employee. Sure, we could not publish agency work in a private capacity. We could do outside writing based on our general professional expertise, as long as you got an ethics review to demonstrate no conflict of ethics, which I did routinely.
