On quorums during pro-forma sessions:

It would take unanimous consent. Before each lot of pro-forma sessions, the Senate always orders that ‘no business be[] conducted’. That order prevents a senator from even being recognised and thus prevents them from suggesting the absence of a quorum. Excerpt from Riddick’s, p. 1062. ‘A Senator who does not have the floor may not suggest the absence of a quorum.’
