It is illegal. Read the Constitution. The procedures for voting are established by the state or by act of congress. Executive orders are meaningless.

Those working abroad, those with disabilities, or not in proximity will be barred from voting. Also the illegally thrown out ballots, and eliminated voters registrations in black and brown area were never fully investigated, and held accountable. (This is well documented by Greg Palast.)
