The consensus mechanism and veto power is the real bottleneck and the Kremlin knows this. With enough Russian blood money and one EU member caves, the initiatives are blocked. As more states join, this needs an overhaul after the 2 goons are gone.

That needs the other members all to vote for it. Slovakia won't because Fico is also in the Kremlin payroll.
