Federal jurisdiction could be established in a number of ways, but it's very likely this man is a Minnesota resident who committed the crimes in Minnesota, which would give the state jurisdiction

dual soverigns doctrines means a federal prosecution does not impede a state prosecution. they committed first degree murder. regardless of whether they also committed a federal crime it would be a state crime.
