The Senate rules require debate on nearly everything, and often taking an action requires another action which means more debate is needed, and cloture votes take precedence. This is why stopping unanimous consent is a massive tool for the minority and not even one Dem senator uses it.
We are pissed at them because they are our leaders representing our party and we voted for them. They have a tool and want to remain cordial so they don’t use it. Put a block on every judge and nominee, it was done to us repeatedly under Biden and Obama.
