IANAL...if this is a CBP checkpoint which can be anywhere w/i 100 miles of a border incl the ocean (e.g., anywhere in DC) and if a person doesn't have "adequate" proof of citizenship then per CBP policy they can be held for a "reasonable" period of time e.g., up to 3 days. It's fucking ridiculous.

Before we were married, my wife (a US citizen) had a Mexican surname, because her grandfather was Mexican. We traveled through "border" checkpoints in Arizona enough, and they hassled her enough, that she started carrying a xerox of her passport to show with her Drivers License, in the early 2010s.

I’m glad she had access to an attorney. ICE has been known to not return IDs. For that reason I would not carry my passport. Instead I would carry a certified copy which is available from the Dept. of State. Not sure what they charge for the copy.
This happened to her back in the spring, so people were a little less prepared... it was pretty forward thinking of her to have her passport and a lawyer on speed dial back then.

Real ID does NOT establish citizenship or legal status. All it does is establish that you were in the country legally when the ID was obtained. All of the folks who lost Temporary Protected Status this year were eligible for Real ID until the moment TPS was eliminated. Same with H1-B holders.

DC has more residents than Boston, Detroit and Atlanta. Yes, there's a lot of non-citizens there. Some with diplomatic immunity, and plenty without.
It also has a safe and clean metro/high-speed rail system that's considerably nicer than the subway in either Boston or Philly, based on my own experience. When I was a Maryland resident, I would drive to the nearest Metro and take it into DC, because it's easy and inexpensive.

In Istanbul in 2016 a woman told me they were required to carry ID cards everywhere & be ready to show them. I thought it sounded awful to have to live like that.
That's also the law in many European countries like Germany but keep in mind that things like driver's licenses are not considered valid ID here. The only time I've been asked for my ID is where I needed to prove my identity or age, like flying, crossing the border or buying alcohol.
I should also point out that my ID card means I'm allowed to vote in my place of primary residence. No need to register or check voting lists or anything. I get my voting notification with place and time, show up, vote, and leave. Rarely takes me more than 15 minutes.

We have a similar thing in the UK called stop and account. But we are not mandated to carry id and don’t have to engage with the officer except under certain circumstances, which surprisingly they suddenly suspect you of.
