Not sure what you’re trying to achieve by tagging Scouting America. He rightfully completed the Eagle requirements as a youth, even if he did grow up to be a dick and hasn’t fully internalized some of the lessons.
Eagles in particular are told that: "We have too many who use their strength and their brains to exploit others and gain selfish ends. I charge you to be among those who dedicate their hearts and hands to the common good."
And apropos of nothing, Eagle Scouts are not "former" AFAIK.

...I googled, it's not. There's no procedure for revoking an Eagle Scout rank unless there was some kind of fraud in getting it in the first place, theoretically you could become a cannibalistic serial killer and still be an Eagle Scout.
