It creates a false sense of security and means nothing. Parenthood shouldn’t require a financial incentive. There are better ways to make it affordable, but a one-time payment that is quickly swallowed by medical bills and childcare is not one of them. It is for people who do not think critically.

They specifically want the stupidest people having children, because stupid children and adults are easier to control. They'll take more abuse for less because they literally don't know the difference. It is horrifying. My own stupid parents ruined my life. I wish it was a joke.
