Exactly. And a “special deduction” does not have the same impact as making Social Security not taxable.

There is no "tax on Social Security" except if you work and make more than the amount allowed, then it's taxed. It happened to my dad. I'm on Social Security and the amount on my award letter is the amount I get. I don't work.
